Stopping Power rework; rectifying my mistakes

When I first made the T3 quirk "Stopping Power" I was very new to this server and as a result I didn't have a proper grasp of the system and how debuffs worked. As a result I made a couple mistakes when making the quirk that I would like to rectify with the rework coupon that I acquired here I do not have a character who has this quirk but I was the one who made it and I want the people who rolled it to not be as limited with what they can do at early control ranks.

| Ability: - The user can increase the power and penetration of projectiles that the user has thrown or shot by transferring some of their own energy into the projectile effectively increasing its power. Meaning a low caliber pistol can have the same devastating effects of a sniper rifle in the hands of the user. The quirk works on anything thrown or shot by the user so unorthodox things like playing cards can also be used. This quirk applies "material breaker" to the user's techniques that involve this quirk.
Limitations: - In order to power up the projectiles the user must transfer some of their own energy into the projectile before firing. Whenever the quirk is used, a base debuff of -1 stamina is applied to the user resulted in limited use of the quirk.There is a limit to how powerful and devastating the projectile can be depending on the density of the object. A tennis ball cannot reach the same levels of power as a baseball might be able to There is also some recoil when using the quirk. The amount of recoil is dependent on the amount of force being generated from the projectile. Overuse of the quirk can severely damage the users arms. In some cases the users arm can be broken by recoil if the user is using a high caliber weapon with their quirk, because of this the user has to use the quirk sparingly. The quirk can have devastating effects but the more powerful the shot the more inaccurate it becomes. -3 Stamina for two turns after going over their limit.

Users of this quirk are capable of imbuing it into ranged weapons without the need for an ep or weapon effect.

This rework makes the quirk's limitations more forgiving and allows it to be used with gadgets easier.

If at all possible I'd like it to remain a T3 considering that the passive material breaker was already apart of the quirk, I just added specification about the extent that it breaks them.
