So, Gilded Tarot is a weird quirk. I brought up the issues of how overly worded and just contradictory it seems to be to reggie, and was told I could try and fix it as long as I could "make it less cancer worthy". Here's what I ended up with.
For reference, what it is currently is in the spoiler below.

Each of the Tarot cards have different effects. Following the site here, each of the Tarot cards will have different abilities and/or effects when used. Cards are evoked via vocal calling of the card's name (or similar eg. the Fool can be nicknamed "Jester"). Similar to summoning, the spirit of the card is manifested to use this effect. Spirits cannot be effected by the real world.
Eg. Using the Hanged Man card on a target debuffs the target's accuracy due to inducing paranoia.
Cards can, however, have dual effects. What one card might afflict on one could be different to how it would affect the user. However, both effects would need a technique EACH, despite being the same card.
The cards can also be used for physical attacks eg. cutting.
The user's eyes, hair, and skin are an abnormal/unusual color. When in use, the user's eyes glow gold. In addition, the user has small open slits towards the middle of the forearm that allow them to print out cards (can be business cards, poker cards, etc). This effect cannot be turned off.
Limitations: Regular cards (poker cards) can be manipulated via telekinesis, but do not have any effects similar to tarot cards. Each Tarot card + effect must have a technique to be used in combat. To have an effect, the cards must touch the desired target. Whether this means a covert tap on the back or a cut on the arm, the card needs to have touched the target in some way to have an effect. This applies for both the user and enemies. When touched, the target is surrounded by a slight aura of shimmering gold. It's difficult to see, but if one looks for it closely, it's discernable.
Cards are no sturdier than any other deck. Cards can be destroyed, and if destroyed in an SL, will remain as such within said SL, unless they are replaced in that SL. Cards destroyed in the SL cannot be evoked any longer within that SL (unless replaced). It can be assumed that at the end of each SL, the user will buy another deck of cards to replace it - this does NOT need to be bought OOCly at the market. Cards can also be used in freeform techniques but these cards cannot cast buffs or debuffs in any way (these are mainly for RP purposes and not combat).
The spirits of the cards tend to hang around the user and usually end up distracting them or making the user look a complete fool as they cannot be seen. In addition, if the spirit refuses to obey (they're stubborn), then the user cannot force them to do so.
There is a limited number of cards that can be evoked at the same time. The number of cards/effects that can be used grows as the user's control rank increases.
D rank - 1 card C rank - 2 cards B rank - 3 cards A rank - 4 cards S rank - 5 cards
However, the user cannot evoke more than two cards per post. In addition, the effects last for as long as the number of cards the user can apply for their control rank (C rank can use 2 cards & their effects last 2 posts).
Cards cannot be printed out during combat as it requires the user to focus on what card is being printed.
If the user goes over the limit, the user becomes dizzy and acts drunken. The user suffers -2 stat grades in both accuracy and stamina.

From birth, the user’s eyes and hair are always a color that can be considered abnormal, and this effect can--but does not always--extend to the skin as well. When this quirk is activated, the user’s eyes take on a golden glow. The final physical change to the user is that they gain small open slits to the middle of each forearm that allows them to print out the cards that they use.
Limitations: - To invoke these cards the name of said card must be called out vocally. This allows the spirit the user has implanted within the card to be manifested for the use of its effect. They respond in this way because the spirits within the cards tend to hang around the user and can typically end up resulting in the user being made to be a fool as they cannot be seen by anyone other than the users of this quirk.
Regular cards can be manipulated by telekinesis, and will still gain the enhanced durability that the users cards are gifted with, but they do not have the same capabilities as user made tarot cards. Each tarot card must have a technique associated with them to be used in combat.
There is a limited number of cards that can be evoked at the same time. The number of cards/effects that can be used grows as the user's control rank increases.
D rank - 1 card C rank - 2 cards B rank - 3 cards A rank - 4 cards S rank - 5 cards
The user cannot defend themselves when printing out cards, as they must focus on what card they wish to create. This typically makes it difficult to do so in combat, but not impossible.
If the user goes over their limit, they become dizzy and have their motor skills hindered, almost as if they were drunk. The user also suffers a -2 stat grade debuff in both accuracy and stamina for three posts.
